Frank Young, MD, PhD, is a
former Commissioner of the FDA and has had an illustrious career in
medicine, academia and government for over 45 years. After numerous
academic appointments, Dr. Young served as Chairman of the Department of
Microbiology and Professor of Microbiology, of Pathology, and of Radiation Biology
and Biophysics at University of Rochester, New York. Subsequently he
became Dean of the School of Medicine and Dentistry, Director of the
Medical Center and Vice President for Health Affairs at the University
of Rochester.
Dr. Young joined the Department of Health and Human Services as
Assistant Surgeon General in 1984. He served as Commissioner of the FDA
under Presidents Ronald Reagan and George H.W. Bush, Deputy Assistant
Secretary in the H. W. Bush administration and Director of the Office of Emergency Preparedness, and
Director of the National Disaster Medical System in the Clinton
Administration. He held a number of
concurrent government positions. In 1986, he became the U.S.
Representative to the Executive Committee of the World Health
Organization. He later became a Commissioner on the World Health
Organization's Commission on Health and Environment. Further, he served
as Head of the State Department Delegation to the Ad Hoc Biotechnology
Working Group of the Organization of Economic Cooperation and
Development in Paris, France.
He joined Essex Woodlands in 2002 as an Adjunct Partner. He works with
many portfolio companies regarding various regulatory issues and
development and serves on the Board of Directors for
Elusys Therapeutics
(Fund IV) and
LaJolla Pharmaceutical Company (Nasdaq: LJPC).
Dr. Young attended Union College, and holds a Doctor of Medicine from
Upstate Medical University (New York), where he graduated cum laude, and a PhD from
Case Western Reserve University. He has contributed to more than 200
scientific articles in the fields of biotechnology and microbiology,
including development of some of the earliest cloning enzymes, vectors
and vehicles. Dr. Young's awards include membership in the Institute of
Medicine of the National Academy of Sciences, Secretary's Special
Citation, Department of Health and Human Services, the Inspector
General's Award for Outstanding Integrity and PHS Surgeon General's
Exemplary Service Medal Distinguished Alumnus, Upstate Medical
University and 5 honorary degrees.
